Accountability
Trust must be
built into the rules.
Good intentions need clear obligations. The next iteration of the Accord should make power, decisions, and results visible.
Proposed safeguards
Three foundations for public trust.
A contribution should not buy control.
Independent oversight, conflict-of-interest rules, and a meaningful role for communities in setting priorities.
Promises and delivery must be distinguishable.
Report assets pledged, transferred, and deployed separately. Publish costs, outcomes, and independent evaluations.
Public priorities need public accountability.
Transparent decisions, accessible reporting, and a clear process for questions, complaints, and correction.
Proposal in development
These safeguards are proposed for the next phase. The Civic Wealth Impact Agency is a proposed institution, not an operating public agency. Its legal basis and governance have not been established.
